“Industrial Reform” Underway | Changzhou Federation of Trade Unions Conducts a Field Study on Industrial Reform in the Hua Luogeng High-tech Zone

In order to thoroughly implement the important instructions of General Secretary Xi Jinping on the reform of the industrial workforce and fully carry out the requirements of the provincial and municipal authorities on this reform, while summarizing and promoting best practices, bolstering the momentum for reform, and continuously advancing the reform in a substantive and effective manner, on April 19, a delegation from the Changzhou Municipal Leading Group for the Reform of the Industrial Workforce in the New Era conducted a field visit to the Hua Luogeng High-tech Industrial Zone to review the progress of the reform. Relevant staff from the Trade Union of the Hua Luogeng High-tech Industrial Zone participated in the inspection.

Relevant staff from the Hua Luogeng High-tech Industrial Zone Federation of Trade Unions participated in the inspection.

The research delegation visited Jiangsu Housheng New Energy Technology Co., Ltd., a pilot enterprise for industrial restructuring in the park, toured the company’s exhibition hall, and listened to a briefing by the company’s management on its operations.

Subsequently, the research team convened a symposium on industrial workforce reform. During the meeting, Housheng New Energy Technology Co., Ltd. and the High-tech Zone Federation of Trade Unions each presented reports on the progress of work related to the reform of the industrial workforce. Relevant officials from the Industrial Workforce Reform Office of the Changzhou Municipal Federation of Trade Unions offered targeted guidance on the implementation plan for the reform and the annual task list.

Finally, Xuan Jianqiang, Vice Chairman of the Changzhou Municipal Federation of Trade Unions, put forward higher work requirements in line with the overarching reform approach of “political assurance, institutional implementation, quality enhancement, and rights protection.”

To effectively advance reform in a more thorough and substantive manner, it is essential to clarify a series of major questions—why we should reform, how we should reform, through what channels we should proceed, and what goals we aim to achieve—and to drive reform forward with greater intensity and more concrete measures.

Effectively enhance the practical outcomes of reform to continuously advance and steadily elevate the reform of building the workforce of industrial workers.

Moving forward, the Trade Union of the Hua Luogeng High-tech Industrial Development Zone will rigorously adhere to the city’s industrial reform guidelines and the requirements of the research task force, benchmarking against established standards and implementing each measure in a systematic and step-by-step manner. We will remain committed to sustained, steady progress, firmly upholding the principle that “industrial reform is an ongoing journey.” By focusing on key breakthroughs and advancing reforms in a targeted and effective way, while ensuring comprehensive and systematic implementation, we will prioritize critical areas, adopt innovative approaches, and better leverage the zone’s pivotal role as a hub for industrial reform, strengthen the principal role of enterprises, enhance the leading, coordinating, and overall management functions of the district trade union, and develop a number of distinctive highlights. In doing so, we will continuously drive the reform of the industrial workforce to greater depth and breadth.
